Accra (saltfish cakes)

Ingredients:
2 tspActive dry yeast
1/2 cupWater, warm
1/2 lbsCodfish, salt, boneless
1 cupFlour, all-purpose
1 tspSugar, granulated
1/4 cupOnions, finely chopped
1 Garlic cloves, chopped fine
1 tbspPepper, hot, seeded, chopped

1 tbspChives, chopped fine
Salt, to taste
Pepper, black, to taste
Oil, vegetable
Procedures:
1Sprinkle the yeast on warm water and stand for 10 minutes.
2Pour boiling water over codfish, allow to cool.
3Rinse in cold water, remove skin and bones, and shred fish very fine.
4Mix fish with flour, sugar, onions, garlic, peppers, chives, salt and generous amount of pepper.
5Add yeast and beat until smooth.
6Allow to rise for 1 ?2 hours in warm, draft-free place.
7Drop by tablespoon into hot oil (370°F) and fry until golden brown.
8Drain on paper towels and serve hot
