Joe cooper's chili

Ingredients:
3 lbsBeef, ground or cubed
1/4 cupOlive oil
1 quartWater
2 Bay leaves
8 Dry chilie pods *OR*
6 tbspChili powder
3 tspSalt
10 Garlic cloves, chopped
1 tspCumin
1 tspOregano
1 tspCayenne
1/2 tspGround black pepper, fresh
1 tbspSugar
3 tbspPaprika
1/4 tspCocoa (optional)
3 tbspFlour
6 tbspCornmeal
Procedures:
1In a six-quart pot, sear meat in hot olive oil, stirring constantly over high heat until grey, but not brown.
2Add water and mix well.
3Add bay leaves now, but remove and discard after 15 minutes of cooking.
4Simmer covered 1 ?to 2 hours, stirring occasionally.
5Add remaining ingredients, except for flour and cornmeal.
6Cocoa should be added now.
7Simmer, stirring frequently, for 30 minutes.
8Skim off any excess fat.
9Adjust seasonings and add flour and cornmeal blended with a little cold water to make a paste.
10Cook, stirring constantly to prevent sticking, until chili is the desired comsistency
