Leek and potato soup

Ingredients:
3 tbspButter
3 cupMinced leeks
3 tbspFlour
4 cupTo 6 c hot water
1 tspSalt
Pepper to taste
4 cupPotatoes
1/3 To ?cup heavy cream
Procedures:
1Melt butter over medium heat.
2Stir in leeks.
3Cover and cook slowly for 5 minutes without browning.
4Blend in flour, stir over medium heat for 2 minutes to cook flour without browning.
5Remove from heat and let cool gradually.
6Beat in 1 cup water and blend thouroughly with flour and leeks, stir in rest of water, stir in salt, pepper and potatoes; bring to a boil.
7Reduce heat and simmer, partly covered, for 40 minutes or until potatoes are tender, remove from heat, add cream
