Napa valley chicken wings with wine dressing

Ingredients:
8 Chicken wings
1/4 cupCornstarch
2 tspSalt
1/2 tspWhite pepper
Oil, for frying
WINE DRESSING
1 cupOlive oil
1 cupTarragon wine vinegar
3/4 cupDry white wine
1 Garlic clove, mashed
1/2 tspDry mustard
1/2 tspSugar
1/2 tspDried basil, crushed
1/2 tspDried oregano, crushed
1/2 tspDried tarragon, crushed
Salt, pepper
1 smallTomato, peeled, seeded
- & thinly sliced crosswise
1/2 medGreen bell pepper
- thinly sliced crosswise
1/2 smallOnion
- thinly sliced in rings
Procedures:
1Disjoint chicken wings, discarding bony tips.
2Push flesh to oney end of bone on remaining parts.
3With sharp knife, remove smaller bone in wing portion containing 2 bones.
4Press fleshy ends of chicken pieces to flatten so they will stand upright.
5Dredge chicken in cornstarch mixed with 2 teaspoons salt and white pepper.
6Set aside to dry 30 minutes.
7Heat oil to depth of ?inch in heavy skillet and fry chicken until golden brown and tender, about 7 minutes on each side.
8Drain on paper towels and freeze or refrigerate if not to be used at once.
9To make dressing, combine oil, vinegar, wine, garlic, mustard, sugar, basil, oregano and tarragon.
10Season to taste with salt and pepper.
11Blend well.
12Combine tomato slices, green pepper and onion slices with dressing and mix well.
13To serve, bring chicken wings to room temperature and arrange upright over tomatoes in shallow casserole.
