Quick chocolate cupcakes

Ingredients:
1 1/2 cupAll-purpose flour
3/4 cupSugar
1/4 cupHERSHEY'S cocoa
1 tspBaking soda
1/2 tspSalt
1 cupWater
1/4 cupVegetable oil
1 tbspWhite vinegar
1 tspVanilla extract
Procedures:
1Heat oven to 375°F.
2Line muffin cups (2 ? in diameter) with paper bake cups.
3In medium bowl, stir together flour, sugar, cocoa, baking soda and salt.
4Add water, oil, vinegar and vanilla; beat with a whisk just until batter is mooth and ingredients are well blended.
5Fill muffin cups 2/3 full with batter.
6Bake 16-18 minutes or until wooden pick inserted in center comes out clean.
7Remove from pan ti wire rack.
8Cool completely.
9Frost as desired.
10Makes 18 cupcakes.
