Ingredients:

| | Carrots, finely chopped | | 1 1/2
| lbs | Ground beef | | 1
| cup | Milk | | 2
| cup | Tomatoes with juice | | 1/4
| tsp | Chili peppers, dried, hot re | | 1/2
| tsp | Basil, dried | | 1/2
| tsp | Oregano, dried | | 1
| tsp | Parsley, fresh or | | 1
| tsp | Parsely, dried | | 1
| tsp | Salt, or more to taste | | 1/4
| tsp | Pepper |

Procedures:
| 1 | Fat grams per serving: approx. cook time: 1:30 heat oil in a deep large skillet or dutch oven. | | 2 | Add garlic, onions, celery and carrots. | | 3 | Cook until vegetables are tender. | | 4 | (about 8 minutes). | | 5 | Add meat and brown, discard excess fat, if any. | | 6 | Add milk, cook covered 20 minutes over medium low heat. | | 7 | Break up tomatoes. | | 8 | Add to meat mixture with juices. | | 9 | Add remaining ingedients. | | 10 | Cook uncovered 1 hour. | | 11 | Taste and add seasoning if necessary |
