Procedures:
| 1 | Combine first 3 ingredients - cover bring to a boil. | | 2 | Add potatoes and simmer 10 minutes. | | 3 | Drop in prepared meatballs (below) and carrots. | | 4 | Cook 10 minutes. | | 5 | Add celery. | | 6 | Simmer until vegetables are tender 10-15 minutes. | | 7 | Garnish with green onions |
